Few things have contributed more to the character and upbringing of our elder Americans than the razor strop. This one- or two-piece weapon, designed and patented to sharpen straight razors, did double-duty as a sure-fire deterrent to orneryness and disobedience. Our strop had a heavy leather strap to sharpen the blade and a canvas edge to whet the edge.

Yes it was common in many schools. In my elementary in the 60s you could get a bare bottom spanking by techers if kept after class or during recess, which was usually for repeated or very bad misbehaviour. All teachers could spank in class but this was always over pants. In later grades, ages 10 to 12, it was especially humiliating and embarrassing having to expose yourself in front of your class teacher for a spanking, considering that most all teachers in elementary were female. Some of them obviously enjoyed this part of their job because they would lecture you for some time while you stood bare from the waist down in front of them before or after the spankling.
